4096MB ATI Radeon RX 460 Graphics (Gigabyte)

I am trying to set my internal graphics and my GPU to both displays so I can run my three monitors. Went into the bios and, under the chipset settings, [ENABLED] the Surround View Option. Frame Buff is above 4g, UMA FRAME BUFFER is enabled and I have tried all 4 options for the Graphics controller to no avail. Both of these monitors work when plugged into the GPU slot but not if I put one in the mobo and one in the gfx. Only the GFX will work.

This is starting to make no sense to me on why this is happening and any assistance would be appreciated!

Most boards will disable the iGP when a PCIe GPU is detected. IIRC, you're looking for a setting like "onboard graphics" to set to [enabled].

That being said, your RX460 should have DP, HDMI & DVI. Why not use the 3 outputs available on the card?

DVI to the VP239 as per spec: https://www.asus.com/us/Monitors/VP239H-P/specifications/
HDMI to the E1SW2418M as per: https://www.walmart.com/ip/ELEMENT-24-Full-HD-1080P-LED-Monitor-E1SW2418M/870349329

I cant find any info on the E18034-ZX, but assuming it has either DP (then native DP to DP) or HDMI (in which case, DP to HDMI adapter) should work just fine?
