Speech recognition setup popup

Hello, this has been bothering me for some time now..

Whenever I'm playing a game (such as CS:GO) and talking via my mic or just speaking to friends via a VOIP program I get this incredibly frustrating popup (usually when playing CS:GO, since it alt tabs me out) - https://i.imgur.com/ztSVd79.png.

I've looked around and I can't find anything on how to disable the actual pop up - I haven't actually set up speech recognition nor will I ever and yet a few pages of google searches hasn't lead me to a solution on how to disable the actual pop-up - could anyone help me out? Cheers in advance

Go into Conrol Panel/Speech Recognition/Advanced Speech Options
and uncheck "Enable voice activation".

It was already unchecked - is there anything else that needs to be done perhaps? This speech recognition pop-up only comes up once in a while randomly and almost always when I am playing CS:GO.
