I am not really a math guy, but 1/5 tire size makes a lot of sense to me.

For looks, yes.
For performance, the tire needs to be matched to the weight and the engine output.

1/5 scale is pretty large.
2017 F1 specs are 201-215" long. 1/5 of that is ~42".
That's a pretty big RC car.
