Need good $200 CPU and $280 GPU

As the ttile states,
I need a CPU for under $200
And a GPU under $280
That will run games like Skyrim and The Elder Scrolls Online
On Ultra settings at 60+FPS
And also a MOBO $100 if possible
I know its a tight budget but i would like to find one if possible please

Also is ESO GPU or CPU intensive?

This should get you 60+ on high... ultra's gonna need a card with more vram, at least a 1060 6gb, which is just out of budget.

The 8400 can automatically turbo up to 3.8ghz across all 6 cores, and intel chips so far have a higher IPC(instructions per clock) than the AMD ones. Though that gap has narrowed since Ryzen came out and all the security issue hogwash which doesn't even affect most people...

If the card hasn't been used for mining, go for it!
