Me and my brother want to use the same gaming pc and we want 2 accounts witg different passwords but with the same apps games and settings ( not game saves ) and then be independant onwards as i dont want to download all the games on his new account again. I want to do this so we have our own progress in the games we play . How can i do ti plz help.

Create an extra user/windows profile on that pc. One for you and your brother. Have him log into steam on his own windows account and you log into your own steam account on your own profile.
