Windows 10 October Update Showing Wrong Cpu Usage

Hello i have problem with my Task Manager because its showing wrong cpu usage after October Update
Ex.
CPU usage is 100% but in processes tab only use
2%
5%
4%
1% = summary is only 12% CPU usage not 100%

close all games and use only the browser and task manager to check it repost this picture you will have .

if you stop steam client bootraper and use only one one google chrome ab open you should be around 3 or 4 % of cpu use and what you use when you play witcher like steam or others .

Yep but look at picture first with ranning game and see Witcher 3 Only Uses 3.4% of CPU while main cpu usage is on 90%+

so i would check the list for all others process and when was the last time you did a full virus and malwares scan .

This is a known bug in the new Windows 1809 release.

Hopefully a patch will fix it on Tuesday (if the below article is correct).

i found this yesterday after updating, I think its a display bug as I compared my CPU usage using Process explorer and the numbers were closer to reality in it.
