Monitor not turning on, power light blinking green

So my monitor is not turning on, display is showing nothing, power light is blinking green and its making tick noise when it blinks. Its connected to gpu via vga->hdmi adapter(changed 2 of them).Cable is good(changed 2), gpu is also good because with other monitor its working alright. What can be cause of it? my bet is that its stuck in sleep mode or something is broken in video link part.

ALSO: its working when I take gpu out and connect it to motherboard. Also it works if after that I put gpu back int.

VGA cuts the wire used for the video card knowing what is connected. If it ever worked like this, then it is because the video card happened to be in a working mode prior to connecting. Don't use VGA-to-HDMI adapters.

No, you didn't understand me. Your display is not displaying video output. Does your computer sound like it's powering on? Unplug the power to your monitor for 10 seconds then plug it back in and power it on.

oh sorry, but I wrote that other monitor is working fine so its monitor problem

Did you try a different cable or port (both on pc & monitor)? Usually those cables are very cheap, you can get a hdmi on amazon for $5

If you use a VGA-to-HDMI adapter, then the cable is not good. You've literally cut a wire by doing this.

What do you mean cut a wire?

Does your monitor have HDMI, DisplayPort, DVI-I, or DVI-D? If not, then it lacks the circuitry and the wire does not exist.
