Help with Upgrades

Hello – I am looking for help determining what my best options are regarding upgrading my computer or saving for a new one. I am an avid gamer and enjoy playing games at their highest settings. Below you will find specs to my components as well as a log from windows related to my specs. I would like to know what I should upgrade first. I will absolutely need a new cooling system (liquid cooling failed) and a new case for I am tired of looking at the old one + the side has been off for cooling purposes for about a year 

I was afraid you were going to say that. Well, $0 right now but I can free some up in the near future (working professional). How much would you recommend I need to have a budget gaming pc with upgrade capabilities that I can build over time?
 
since new platforms need new motherboard and ddr4, only thing you may reuse is storage, hdd/ssd and psu. However, psu does degrade over time, I may pick up a new one too if your psu model is not reliable.
