CPU meltdown due to new GPU?

I have installed a new-to-me R9 390 8GB Sapphire Nitro. I can hear the CPU (stock OEM cooler) is having a terrible time keeping the CPU cool now. I blow my computer out regularly with an air hose. Sorry, no before/after CPU temps. I was playing WarThunder on max and getting around 58FPS and suddenly the computer did the thermal shutdown-OFF! Opened the case and put a small house fan and all is fine, but I don't plan on continuing forever like this. I was thinking the new GPU with 8gb of RAM would lower CPU overhead, but it seems to have resulted in the opposite.

Appreciate any ideas/suggestions. Thanks

Setup:
Biostar MB (dual PCI-E 16x 2.0 slots), 965XE BE (3.4ghz), 4x4GB RAM, 6850 HD 1GB video card and a Thermaltake 600w.


Cooling
Fans: PSU exhaust
Front: Exhaust
Side Intake
CPU: Stock OEM fan/heatsink
GPU 3 fans massive heatsink

Maxed WarThunder and the GPU reached high 70c and then started artifacts and full reset button was requried (win 10 64). Is that too hot-78c- for this GPU?
