Looking to build a new pc

Ok so, my pc right now is pretty decent. I've had it for around 2 years and my birthday is right around the corner. My dad said he'd get me a new one and said my budget is about 3500. I want to have both a GTX 1080 ti and i9-9900k in the build. Does anyone know of a build that can incorporate these parts or better ones for about 3,500 dollars? I also need other parts like the case and motherboard, I was just highlighting those parts. Anyway, can someone help me out on getting this pc build sorted out? Also, I would like for the build to be very quiet and not have water cooling as I'm not very skilled at maintaining something like that. I already have my monitors and keyboard btw, all the money is going solely to a pc. I'd also like to have an ssd and at least 1tb of storage.

Ummm, I'd like performance but rgb would be nice. One more question, on the liquid cooling part of the build, does it come with liquid and stuff, and how would it work in general?

Its an AIO cooler just for the cpu. The build is both rgb and performance. The case should have a manual on how to place the liquid cooler.

Will I need liquid or anything of the sort? And if so, what kind? Also, will it require cleaning/maintenance from time to time?

Will I need liquid for the water cooling parts? And also where would I get the liquid from, and would I have to do maintenance on it from time to time?
