I'm interested to upgrade my computer, current build, https://pcpartpicker.com/list/dc32TB

Concerned if upgrading to a 1080ti would my CPU then bottleneck my GPU? If that's the case, would I need to update my CPU? To do such wouldn't I also need another MOBO that would support a better CPU? In turn having to upgrade my RAM too? I'm uncertain as to how one could even tell through specifications on computer components whether a bottleneck would happen and where to proceed in upgrading or if I have to build a new computer out right.
If I have to build a new computer, would this be the most optimum for the price range? https://pcpartpicker.com/list/bfTLD2
If so, thank you. If not, would you point me as to what component could be better than the ones listed that I might be able to acquire for a similar price range?

Graphics Cards aren't listed in the price but the 1080ti is about 700$ right now

Thank you very much.~

I like the new build selection but depends what your trying to play on mate.

In short though the CPU @ 4Ghz wont hold the 1080ti back from performing better than the 980ti and you will see an improvement. If, once you make the upgrade you are not satisfied with the improvement you can then look at a Motherboard, CPU and RAM upgrade but i think you will be happy with the simple GPU switch....

I'm currently using 2 1980x1080 60hz refresh rate but I've also just acquired a new 4k Monitor as well. I wish to stream, play all games ranging from BDO, Witcher 3, Black Ops, WoW, and preferably on high if not ultra settings with no hiccups, glitches, freezes, stutters, etc.
