Restart Loop Windows 10 after trying to roll back to previous version

Hey there.

I updated to a new version of Windows 10 earlier today but that resulted in having some issues with a couple of programs, so i decided to roll back to a previous version of Windows. Now My pc is stuck in a loop. Gigabyte screen > windows logo with the loading dots > restoring your previous version of windows ( for just a second) > restarts. Rinse and repeat. I really don't want to lose my files since they are not backed up anywhere. I hope there's a way out of this.

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - handy boot drive and probably useful at end

Lets see if we can save some of your files
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type notepad and press enter
in notepad look in file>open and file explorer will open
Use this to back up all the files you cannot afford to lose. Put on 2nd hdd if you have one, or USB

Once you copied everything off C you want to keep, I would suggest a clean install. Yes, you have to install everything again but I can't see a way out of the broken roll back you tried.
