Suggested Microsoft Fix didn't fix Flickering Screen Issue

I just bought a new mid-ranged tower from Best Buys for $970. It was the HP Omen Obelisk

i7-8700
Gtx 1060 3g
16 gig
256 SSD
1 TB HDD
Windows 10 OS (64-bit)

Anyways, I hooked it up to my Samsung Smart TV(M5300), via HDMI cable, and noticed immediately that there was periodic flickering/blinking of the screen. (First time this has happened with this TV).

I followed the suggested steps from Microsoft in identifying the issue and tried to fix it with the driver update. The only thing that ended up happening was that the rate of the blinking actually managed to increase. It kind of threw the Samsung itself into a fritz, as far as the HDMI feed(s) were concerned, the other input (security cam) began flickering in the same manner as well.

What should be my next step (don't care too much about the TV but I would like to get the PC working and not have to go back to the store with it)? Get an actual monitor and test that out? Test a new HMDI cable? Idk, not much of a computer dude myself (played consoles for the majority of my life).
