Screen tearing and atutter issue

I have i7-7700k stock
16gb ddr4 2400mhz dual channel
550psu
Msi b250m bazooka
Nvidia gtx 1080 asus rog a8g strix
Kg221q 75 hz monitor.
On games like forza horizon for on extreme settings at a caoped 75 its super smooth with no stutter and tearing but on games like gta v it tears up like crazy. With vsync on it stuters. Could this be my monitor?

it should be your monitor
mine tv has 120hz 1080p/2144p, i dont have gta5, but crew 2 has 30/60 fps lock and it either screan tears as fk with or without vsync, or it frame skip (stutter) without tears with fast vsync
even 1080p at 60hz was not good,
the only solution for me was to use 4k modes (resolutions 1200p+ upscaled to native 4k)
