Windows accounts completely separate?

This is probably an elementary question but I was wondering exactly how Windows handles user accounts in terms of data sharing?

Are the accounts completely separate? Even though programs may be shared across accounts, does this mean a copy of the program is made for each user or does it actually share programs?

I'm asking because I wanted to make two new accounts, one strictly for financial needs and another that runs an etherum miner since it's still quite profitable for me. I currently have a separate Windows installation for each of these task on two different portable ssd's. It's a huge pain when I need to switch to another system.

Having separate account will mitigate having to switch windows installations. So would creating an account completely separate the data and programs from my main account?

I hope my question makes sense. It was surprisingly difficult to put this into words.
