I have a 2700x but am looking for secondary streaming PC

Hey all, after upgrading to the 2700x and trying to record and stream at 1080p/60fps at 6000kb/s with a 1080, I realized I just couldn't hit the record button and not take a huge fps hit (unplayable at this point)

When I'm purely streaming it's fine, but my fps is only around 60-80 while playing Black Ops 4. I need more fps. After finding out the 2700x is unable be able to record and stream at the same time I think I might be ready to invest in another dedicated streaming pc.

My main PC specs are
AMD Ryzen 7 2700X
ASUS ROG Crosshair Hero VII X470
Corsair Vengeance RGB PRO 3200MHz (4x8GB)
ZOTAC GeForce® GTX 1080 AMP Edition

I'm hoping I do not have to spend too much on the secondary streaming PC, but if I have to I will. I'm looking for something very decent to stream everything at max settings. Do you guys have any recommendations for CPU/Mobo/Ram/etc? I know there's a thread that has some recommendations for parts to get, but I'm looking for something better and not barebones.

Also, do you think a 1080ti upgrade from the 1080 is necessary after getting the secondary streaming PC?
