Cpu Max Utilization

I have a ryzen 2700x today when starting up i had a problem with it being a max utilization when opening anything even something like chrome, checked thermals and they were sitting well around 40c. I tried wiping my computer and starting fresh to see if that helped but still running into the same issue as before, wondering if anyone has experienced something similar, hoping to get some insight into what could be the issue because i'm pretty inexperienced when it comes to troubleshooting

The most common issue is malware. Download Malwarebytes and run a scan.

After installing malwarebytes and scanning no threats were found at all so still not sure whats going on.

Oh I read your initial question wrong. You're getting spikes when opening apps or doing anything, but after it goes back down right?
