i7 8700k clock speeds changes by itself and fluctuates

Hey, built my first rig and having cpu issues/concerns

System specs;
I7 8700k currently at stock speeds
nzxt x62 AIO
corsair vengeance 16gb 3000mhz
Aorus z370 ultra gaming wifi
evga gtx 1080sc
m.2 samsung 970 evo


Im having issues with my cpu where the clock speed changes by itself and exceeds the clock I set, even at stock.

When I first built it all I set the xmp to profile 1 to get the full speed from the ram and the enhanced multi core performance to enabled, this gave me 4.7ghz which was fine.

Tried a bit of overlcoking and couldn't even boot at 5ghz at 1.35v, so gave up a went back to the 4.7ghz.

Lately though the clock speed of the cpu is at 4.9ghz and i haven't changed a thing and at idle on the desktop its jumping from 800mhz to 4700 or even the 4900mhz. Not sure if this is normal?

After a while I reset the cmos by the jumper pins, the bios told me it had reset and everything was back down to stock. Yet i boot up and check cpu-z and CAM software and both said im at 4.9ghz constantly.

Reboot, go into the bios to double check and everything is stock, no multiplier on no xmp profile, save and exit and its back to showing 4.3ghz on cpu-z. Even as I type this, I bootted up the pc and it was at 4.3ghz, let the pc go to sleep, came back and all cores are no reading 4.9ghz....I'm so confused.

Any suggestions or ideas?
