Upgrade or buy new?

Hello community,
My computer is now more than 5 years old and is starting to show its age, especially when working on Adobe CC programs, (Photoshop, After Effects etc...) (I'm a graphic designer)
So I've been thinking whether I should upgrade it or buy a new one and wanted a few opinions.

spec:
CPU: i5 4690
RAM: 8gb DDR3 1333mhz.
GPU: GTX1070 (recent upgrade)
Storage: WD Black 1TB HDD
PSU: Seasonic 620 watt 80+ Bronze.

The parts I definitely want to upgrade are the RAM and Storage (I want an SSD), also it's been crashing after waking from sleep which I learned is probably a PSU problem so I think i have to get it a new one.

So do I invest in it and save some money for now? or do I get a new PC?

This is a tough one as you have reached the max on the platform you are on...Moving to Z390 and Intel 9th or even 8th Gen will provide a decent performance uplift especially for Adobe as Intel has the lead in that suite of software.

Personally, if you can't wait, I would look to the 8700K or 9700K on a Z390 motherboard with 16GB RAM at least though as RAM is now so much cheaper, you can pick up 32GB for around $250...

Below is an idea on costs though you can reduce that somewhat dependant on CPU...An 8700 non K 6 core 12 thread will save you $50 and a 9600K will save you nearly a $100 but only 6 cores and 6 threads..

Thank you very much for the thorough reply, I thought about an i7 8700 on an H370 motherboard since my budget is a bit tight, though I am planning on going 32gb for ram if I'm going for an upgrade.
But still weighing the options of upgrading or buying a new one.
 
No problems at all and as overclocking is not important in this scenario then the 8700 matched to the H370 will more than do the job on the productivity side with Adobe..Just make sure to stick to 2666MHz RAM as that will save you a bit of money and is the max speed on H370....
