Second monitor not working properly with HDMI connection

I bought a mini monitor, so that I could connect it to my laptop (Lenovo Legion Y520, GTX 1060)
and when I plug in the monitor this happens.

Any idea what could be causing this and if its fixable? Or should I look for a new monitor?

Thing is new and it would be sad if it doesnt work..

What model monitor? How is it connected?
Have you tried changing refresh rate?

Where exacly do I need to change refresh rate? Because in the display adapter settings there are only 2 for both graphics cards, and both only have one option for 60 mHz.

Yes, I did that, and as I said my only option is 60 Hz on both.
If I may add, the aspect ratio of the monitor also matters. If it is set to 4:3, then the thing in video happens. If not, then the screen keeps going black and red, and when its red it says no signal.

Then either faulty cable or faulty screen.
