That is plenty to get a 144hz monitor, you can almost get two of ASUS VG248QE depending on sales you catch it on or BenQ Zowie XL2411P. LG 27GK750F-B is pretty good value, 27" and 240hz but only 1080 for a 27" screen, which some people don't like.
If gaming is all you do: get a 144hz 1080p TN panel like ASUS VG278QE (24 will work too).
If you also work with photos/videos quite a lot: get a 1080/1200p 60Hz IPS panel like Dell U2412M.
Note: there are more alternatives for both options.
My vote would for getting a 144Hz 1440p 1ms 27" panel. It is within the realm of your budget. Then you wont have to upgrade that soon as things are going larger and higher res that 24" 1080p and it does make a huge difference in experience.
A 1070 will drive a 2k screen OK, with a screen that is much more future proofed.
