Does he need speakers, monitor, windows etc factored into that budget? Does he already have any reusable parts like a case, hdd or psu. I.e what is his current specs?

ASrock extreme3 Z77 - £80ish
i3 of some sort - £95
8GB corsair vengeance / Gskill ripjaws RAM
550W PSU - £45
Cheap HDD £50
Windows 8 release preview - FREE
Case - £25 <-- It's a great case, worth £40 I'd say
ODD - £14
GPU - HD6850 or something around £120
