Photo/Video Editing PC up to £700 - upgrade or replace?

My current PC is near 4 years old so I'm looking ahead to either an upgrade or a complete replacement. I'm a photographer so my main task is photo editing, but I'm now working with dSLR video so there's some video editing involved as well. I have little interest in PC gaming now so don't need anything special for that.

My basic specs are:

Windows 7 Home Premium
450W Power Supply
ASUS P5Q
Intel Core 2 Quad Q9400 @ 2.66GHz
4GB DDR2 RAM
512MB GeForce 9600 GT

As I'm generally happy with the case and basic parts of the PC I was thinking of saving some money by just upgrading what I needed. Scan.co.uk offer a pre-assembled combination which would be a good start:

Asus P8Z68-V Z68 Intel Z68 Chipset
Intel Core i7 2600K 3.4GHz 8MB Cache
Arctic Cooling Freezer 13 Performance CPU Cooler

Cost: £456.91 (inc VAT)

I have little knowledge of doing my own builds so don't know if this would even be possible. Alternatively I could just replace the entire PC, in which case my budget would be £700 and would ideally include those above listed parts. I'm interested too in this new idea of having a SSD boot drive along with a larger hard drive. I already have some hard drives so would only need a new SSD.
