Do you need a monitor and windows? Pretty tight budget if so.
Go with a socket 1155 mobo (P67 chipset) and an intel core i3-2100. Not over-clockable off the bat but room to upgrade like you mentioned. Go with an AMD 6850 or 6870 for graphics (or Nvidia 560). http://www.tomshardware.com/reviews/gaming-graphics-car...

4GB of DDR3 memory. at least 600w power supply, cheap case, cheap DVD, cheap (lol) SATA hard drive

Hi. You cannot do an overlocking Intel build on that budget.

Start with i3 2100 and z68 mobo. This will allow you to upgrade to i5 2500k when funds allow.
The i3 is a great gaming cpu at the moment.
Spend more on GPU & PSU at the moment.

Or should i wait for a ivy bridge

So take the build I originally posted, remove the board, CPU, and HDD, and plug in the i5 2500K and the Z68 board I linked later. That will work and put you right there at about 450.
