You may find a good air cooler may be quieter than the water cooler as it won't have a pump.

Scythe Mugen 2 is a good mix:

While they may interact with the RAM you have, such high heat spreaders are pretty pointless these days (and there are Low profile ones:http://www.scan.co.uk/products/8gb-(2x4gb)-corsair-ddr3-vengeance-jet-black-lp-pc3-12800-(1600)-non-ecc-cas-9-9-9-24-xmp-15v)

Do you really need the Bluray drive?

Other than that looks good. Although you should be aware this is not going to silent, not by a long stretch.
