Okay, would this system be able to run empire total war/css/wow on the best graphics (maybe with AA turned off)?

A 6870 is a really strong card, especially at 1366x768, so I would expect that it would be able to max games out, unless maybe they are very CPU heavy games.

Are css and the total war series CPU heavy games? even if they are would i be able to play them with good graphics?

I haven't played them but I'd assume that system could quite easily run it on max settings at that resolution. 6870 is definately powerful enough to run them, the CPU should be too.

Just a (relatively) educated guess, but yeah it looks fine.
