What's the best IPS (or even TN) monitor for gaming?

My budget is $400. I'm looking for 23"-24" size. Please don't recommend dell U2311H. I've had 4 of them, and all of them were garbage (tinting, bleeding, ghosting issues). :(

400 is a rather big budget.
As ssddx said, viewsonic asus or acer.
For that price its hard to go wrong.

I dont know if its for sale in the US, but here in Holland the Iiyama screens are very populair gaming screens.
This one's been tested and from the looks of it, its a very good screen.

ProLite E2472HD-B1

Has a 5,4ms response time (0-100-0) which is more than enough for gaming.
Also has a decent contrast ratio (tested 964:1)

It is, however, a TN monitor. Those screens usually have a quicker response time but at the cost of some quality.
 



Actually it is a relative small budget when e-IPS panel monitors are concerned. And it is insufficient for standard IPS panel technologies like H-IPS, S-IPS and P-IPS.

The Dell U2412m (e-IPS) is currently on sale for $350.

5 ms response time is a gimmick
8 ms =125fps which is 5 fps over the top at that since its 120 refresh rate
I'd stick with 8 ms monitors better picture quality.

If you want the best gaming IPS, Eizo Foris FS2333-BK. With 3.4 ms response time is the fastest ips panel in existence. Also has a dedicated chip to eliminate input lag, and excellent color reproduction. You can get it on amazon.com and check reviews on prad.
