I have a graphic card with HDMI and DVI outputs but no VGA output (I think it is Nvidia GT 420, but not sure...). It looks like this:

I have two monitors:
- Samsung syncmaster 2243 which has DVI and VGA inputs
- Samsung syncmaster 2243NW which has VGA input

What is the best way to connect both monitors to my graphic card? There are probably two options:
- DVI-DVI, HDMI-VGA, which means that I need a HDMI-VGA adapter. Is there any quality loss?
- HDMI-DVI, DVI-VGA, which means that I need two adapters (HDMI->DVI, DVI->VGA). Is there any quality loss?

Any other options?

Go with the first option.

And yes, any time the output is changed from one type to another, there will be a slight loss of quality; barely noticeable.

On my dual monitor setup, I have DVI ---> DVI, and DVI ---> VGA. Both are fine.

Other options would be to get a new Graphics card with 2 DVI outputs, and get another monitor with DVI input (not recommending this).
