One is a modular unit and one is a hardwired unit. The choice is a matter of personal preference.

If you are in the market for a power supply in the 600~750 watt range, one of the new Thermaltake Toughpower units deserve a close look. The i7 920 runs about $290 in US, so I'm guessing that you either are not in the US or need that $400 for more then just the cpu. So a PII 955 c3 is $160 on newegg.com, can get a good asus board for $110ish, and 4gb of ddr3 for $105ish. Total would be around $375. There are also boards in the $60 range that are good but dont have as many features. You can try an i5 setup, but it will push you past your $400 limit.
