I already suggested the R7 250. You won't be using CUDA unless you are programming and you won't turn on PhysX at that performance level.

Nvidia card at that performance level is GTX 650 which costs Rs. 7802 and performs lesser than R7 250

For PSU, you can get Corsair CX430

I just want to play games like gta iv, maxpayne 3, far cry 3, nfs the run, blackops & mw3 @ 1366x768( my monitor max res.) and medium to high settings and also some photo efiting and video editings.

A retailer here suggested to buy asus gt630 1gb or 2gb card worth 5000 rupees. Is this good for my uses?

Nvidia doesn't offer great performance/price benefit at entry level.
This is the best you can get
Sapphire AMD/ATI Radeon R7 250

I agree. A comparative NVidia card would be more pricey. However you can look for your own, just remember to try to get something with the second number equal to or more than '5' for a good gaming card.
I'm not sure how much 6000 rupees is worth, nor any good deals where you are, but I can say for a cheap NVidia card the gtx550 or gtx 550 ti are both good cards. The only thing is that AMD cards are better at that range ;)
