You are running an i5 2500 on an h61 board.
Are you using the stock cooler? 3dmark reports your turbo only hit 150 megahtz. The maximum is 400. I do not know if that is possible with your motherboard (on all four cores at once). You are behind a bit but your grouping of 74 systems suggests others are using that board settup and the higher scores group are probably using boards with better turbo utilisation and tweaking, and they may have a better graphics card slot. It seems you are getting what you paid for. This difference will only show in benchmarks, a 2500 is still a top tier games chip.

for starters, benchmarks and scores are never accurate, and sometimes the outrageously incorrect. My R9 290X on Novabench is only getting the 3D score of a GTX 670! (I have a i7 4930k as well so no bottleneck) But in gameplay it was doing the exact performance it should give, which is exceptional. So never make the assumption that your card isn't doing as it should, as I never like to base the card's performance on benchmarks, but real game performance.
