I have these very thin very light vertical lines that appear to be moving when I look at my monitor up close, is that normal? its more noticeable on darker colors. I just switched from an LCD tv to a monitor so I never noticed it before. I cant notice it unless im like a foot away from my screen. otherwise everything looks perfect

Honestly it looks pretty normal to me, but an iPhone picture might not be doing any justice here. Try experimenting (safely) with different Monitor Refresh Rates via Display in Win 7. See if the lines appear.
Check the connection between the computer and the monitor, make sure everything is snug. Perhaps try a different connection. Try to narrow down what's causing it, if anything is.

im using windows 7 64, and I have a new surge protector with a power filter. I managed to get a screenshot, my naked eye cannot see these in white, but in the picture there are these bands moving upward, that might be what im seeing in the darker colors.

Are you plugging into a power-outlet with a ground? Perhaps it has to do with the monitor's natural refresh rate in relationsto your graphics acceleration?
