I am using HD7970 with 13.11 Catalyst.
I have two HDMI TV, both are using HDMI to HDMI connections, when only Display(A) is plugged in the card, it is detected as DTV(HDMI) and no problems with audio, but when I plug in the second Display(B), it is detected as DTV(DVI), which has no audio device detected.
If I reverse the plug-in order, connect Display(B) first, I can get the audio, but again no audio from Display(A), I tried to exchange ports but no differences.
Is there a way to have both displays detected as DTV(HDMI) so I can choose which audio device whenever I want?

Try going into the catalyst settings and playing around (AMD 'right click on desktop') with the HDMI audio features, I haven't run an AMD card in a while so I won't be able to point you to anything specifically, but often times streaming two audio channels is just a matter of clicking a check-box or something of the like.

Yes, only one at a time.
The first plugged-in has audio, but the second plugged-in does not, regardless which port is used first.
