is this a good budget mini itx build?

i realy ike the case and it is mini itx so i am getting mini itx and i was wondering if this is good for the price

No, the Corsair "CX" line is made with some inferior Samxon capacitors that do not like heat and may fail early. Especially in a mini-ITX build, you'll want something better. Seasonic, XFX, Antec, or Rosewill Capstone are probably the only ones I'd consider.

Ah, I see you added an Intel alternative. I think that's the better choice, but get a 2x RAM kit to run in dual channel mode, and change the PSU as above.
You'd have plenty of upgrade room with this one, as both the CPU and the graphics card could be improved as needed.

Raidmax offers PSU-shaped objects that, even certified, may fail competent technical testing (like a recent larger unit did at HardOCP). I'd choose a PSU from Seasonic, or a modular Rosewill Capstone.
As to the rest, it depends on what you will do with it. For Office-type programs, schoolwork, videos, "family" stuff, and casual gaming, it should be decent. For 3D gaming, it will be weak. Although you could add a graphics card, in that case you'd be better off starting with an Intel build if you want mini-ITX.
Be aware that the Prodigy case is NOT small; almost as large as a micro-ATX case (in fact, there is a micro-ATX version of the case as well).
