Will GTX 770 bottleneck a i3-4130? I have both installed on the machine but the gpu load wont go higher than around 40% in video games, but in furmark it will.

It will be a bottleneck in cpu intensive games but not a major bottleneck. That is strange for a 770 to get less fps then a 750 ti. What game are you playing?
Thief, Bioshock Infinite ( I do get higher fps but not stable) league of legends and blacklist.
Maybe some bottleneck in Thief but you shouldn't be getting low fps in Bioshock Infinite that should be max out at 60fps.
Try re installing the driver.
Might be a defective card?
I've seen it used in another machine. I got it from a friend 2months old. I'm going to try to reinstall them again.

the i3 in game may cause bit of a performance drop in CPU bound games like BF3 and BF4 but there are many that this setup(i3 4130+GTX770_ will not even affect that use DX11..Since the GTX 770 is GTX 680 with faster memory here is a good vid using Valley 1.0 and BF3. https://www.youtube.com/watch?v=DAgpvWc4VBM
i3 at 1.8HGHz starts at 7:50
i3 at 1.8HGHz starts at 7:50
