I have the 290x now, and wish I would have gone with the 780. My reasoning behind this is that I think Nvidia is putting a lot more effort into PC games and developers than AMD is. They also ahve physx (personal preference kind of thing, I liked it while I had my 770) The only place Nvidia is making money is PC hardware, where as AMD is also making money off of the consoles.
In regards to games being more optimized for AMD, I think this is more likely to be true for CPU's and not GPU's, and this is because the consoles are going to force developers to code for multithreaded CPU's. Take watch dogs as case and point. It is tough to play on both Nvidia and AMD cards (played on 770, then upgraded to a 290x). But the AMD cards are not better than the Nvidia equivalent.
the 290x will be slightly faster, although OC'd 780's are on par with OC'd 290x's. The 290X has an extra GB of ram, but I think the 780 will be more reliable.
CAn't go wrong either way though.

No that is not true at all. It is the community demanding better support for better multi-core support. Game developers also has a factor since they will decide whenever they will code efficiently for both AMD and Nvidia or favour one over the other. Drivers also affect this. Console does not have any influence expect for more ease for game developers to port console games to pc if they choose to.
Nothing is optimized for console games. Vast majority of them are bad ports. It's when the PC patch comes out will the performance be better.
But take Watch Dogs for instance, poorly optimized (personally, I've never had an issue with the game), and a LOT of AMD users complained and pretty much said the game was unplayable. But Nvidia users were having a lot more luck with the game.
The 290x will be faster than the 780. The 780 is more akin to the 290 (non x). It pretty much boils down to having stable drivers with possibly less FPS (Nvidia), or less stable drivers and possibly more FPS (AMD).

For 1440p then the R9 290X is the better card. For 1080p either is fine. The R9 290X and gTX 780 have equal performance at 1080p. Some games the GTX 780 pulls ahead and vice versa with the R9 290X.the consoles do use AMD but the only impact that has on your PC is that it will be more likely for games to be AMD optimized now
