Is it a Bottleneck? Intel i5 3570K @ 4.6Ghz
While playing BF4 my GPU load is at 85% while my CPU load is at 100% with a framerate somewhere between 90-140FPS on Mantle with everything on Ultra at 1080p on all the maps except Seige of Shanghai, Parcel Storm and Flood Zone where im getting 60-95FPS which is normal i think

But when I set it to DX11 my framerate becomes 40-60FPS. My GPU load is 60% and CPU load is at 100% on every map. which isnt normal

Im planning on upgrading my CPU to i7 3770K and overclocking it to maybe 4.6Ghz or 4.8Ghz. Would there be a significant increase in framerate?

I even unparked the CPU and the temperature of the CPU is 65c at 100% load and GPU is 80c while gaming. I stress test the GPU to 100% and the temp is 85c-87c

All the Drivers are up-to-date and all gaming and test are in crossfire mode

PC Setup are
i5 3570K @ 4.6Ghz cooled with H100i
MSI AMD 7990 @ 1000Mhz
Corsair Vengence 1x8GB
Corsair GS800Watts
Gigabyte Z77 D3H
Windows 8.1 Pro

BF4 multiplayer is notoriously CPU intensive. Even high end CPUs bottleneck high end GPUs (GPUs are advancing faster than CPUs)
But your framerates are good so why worry?

Running two monitors will actually probably reduce the effect of CPU bottlenecking

The reason you get less FPS is because Mantle is only available for AMD. Therefore, Mantle which is optimized for your card specifically, will see a significant FPS and performance optimization. Simple as that.

You got an extra 5 frames off of 100mhz... You really should worry in fact i wouldn't even overclock it at this point. Why bother its running great as is.

OC when its starts to dip below 60fps.

Like I said in my first post man, you have nothing you should be concerned about. You have a great machine that from what I have read from your post, runs pretty well! Keep in mind you have a better PC than probably 90% of the community on BF4. You won't really see anymore FPS increase than that, you are getting extreme performance. Be happy with what you have.

The problem is anything over 60 fps you won't really notice in real life. Once your system gets below 60 fps then start worrying imho.

You are on an average clock speed for your gpu, if anything maybe even below clock speed. Overclocking you GPU will give you more performance, BF4 is more CPU intensive, but you aren't going to see much a difference between an i7 and that i5 @4.6ghz you have. You shouldn't be upset with 90-140 FPS on Mantle. Use Mantle>DX by the way. I get 80-140 as well with my build, Flood Zone, Seige of Shanghai, and Paracel Storm are crazy pc intensive maps with tons of 3d things to render at all times.

You won't see much of an increase in fps between 4.6 and 4.8. You "should" see higher FPS by overclocking your GPU though. Other than that, your current setup shouldn't see more than 150fps max honestly, I'd say you have nothing to complain about.

Well first you are getting pretty good frame rates as is... i personally wouldn't worry about it. Adding a 2nd stick of ram for dual channel may help a bit maybe 2 4gb's or 2 8gbs...
