GTX 770 pixelated video playback in HD

EVGA gtx 770
16g ram
MSI z97 Gaming 5
Asus 24" monitor

I just built my pc last week. when watching HD videos (1080p or 1440p) there always seems to be pixelation issues, most noticeably when there is drastic motion across the screen. However, this is most apparent when trying to watch gameplay videos on youtube or livestreams. I have tried watching gameplay videos from multiple reliable sources, and I have had no such luck finding a gameplay video that truly looks HD, although I have watched the same video in higher quality on a different computer, or my phone for that matter. It makes 1440p look like 480p. however, live action 1440p video looks quite nice, actually, with only slight pixelation during high movement. Actual gaming looks very nice, I can run ghost recon phantoms/counter strike GO, war thunder on max settings very smoothly, no pixelation whatsoever (not extremely demanding games but it runs well nonetheless). But the fact that pixelated video playback gets in the way of enjoying media in HD, I am still bothered. This probably shouldn't be happening considering my specs...

I've already adjusted my screen resolution to 1920 x 1080 (native resolution), adjusted the noise reduction in the nvidia control panel to 100%, and set my card to run for quality, and not performance. I don't know what is wrong, any suggestions/help?
