The AMD HD7750 low profile is the best card currently that will fit in a Dell Optiplex SFF without modification. (Optiplex 745, 750, 755, 760 780 there are probably even more models but these I'm sure of). Even the H.I.S HD 7750 LOW PROFILE is to long and too large of a cooler to fit. The Vision Tek card is you best bet. There are a few manufactures out there, just make sure the card is slim and low profile, like the Vision Tek.

On that note, there are some small modifications to fit a larger cooler, low profile card. All but the H.I.S HD 7750 require the use of a 2.5" drive. The H.I.S just requires cutting some of the CPU heat sink plastic away from what I remember.

The Zotac GTX 650, GT 640, GT 740, and GTX 750 can all be made to fit, as can the Sparkle GTX 750 and GTX 750ti. (The 650 and 740 are pretty much the same card, though the 740 can come with GDDR3 2Gb version the rest come with 1 GB GDDR5, the 750ti is a 2GB GDDR5 version). The nvidia cards recommend/require larger power supplies, but fall within the max output of the Optiplex SFF power supply. DO NOT attempt to over clock!

The first fix is easier, by installing a 2.5" drive on the vent holes in the back, and remove the hard drive tray all together, but doing this will cause the hard drive fan warrning every boot.

The second modifies the hard drive tray, to accept a 2.5" drive, and allows you to cut out the room needed to install the larger heat sink, low profile card.

I currently have a ZOTAC GTX 650 in my Optiplex 760, with a 3.0Ghz core 2 duo. I would advise against this if you have the lower wattage PSU and a core 2 quad. I drilled 2 holes in the bottom of the hard drive tray allowing me to install a 2.5" drive, then cut away the side of the tray necessary to fit the card. Be very careful not to damage or trim too far into the fan housing or the clip that holds the tray in. Here is how it looks.

As long as the motherboard supports it, yes.

No, you need a low profile graphics card. There are a few Alienware SFF PC's that have a standoff board to make the graphics card parallel to the motherboard, but Optiplex's do not.

You need something like this:
