What would be the easiest way to boot Windows 7 off a SSD and have storage on a HDD when W7 is already on the HDD??
Right now, my OS and files are on one 640GB HDD, I am looking into putting a SSD in my computer and using it for the boot drive. Then using the HDD as storage. How would I do this when Windows 7 is currently installed on the 640GB HDD? Would I have to reinstall Windows 7 onto the SSD?

You could try to clone the drive but I've never done it before.

If your install on your HDD is rather old then I would just do a fresh install on the SSD. If both are plugged in after you've installed Windows on the SSD it should pop up and ask which one you want to boot from, or at least that happens when you have a duel boot OS. As far as which one it is I'm not sure how the order goes.
