Probably a really stupid question but..
Are PC Parts usually covered in dust?
I clean my PC fans every month or so but dust builds up quite quickly and I can never get the GPU fans.
I have an air duster for keyboard and accessories but water droplets come out. It makes a lot of condensation on things.
+ Side question: Are ram sticks supposed to have little red LED lights on them?

How exactly would I go about making these dust filters with pantyhose?
Anything with fans will attract dust. Not sure where you live, but that will affect how much dust is picked up. I live in the Phoenix, Arizona (desert area, if you are not familiar with it) area and have to use filters on the intake fans for my computer, otherwise I'll be cleaning it out every couple of weeks.
Your air duster is bad. There should not be any liquid coming out with the air.
As for whether RAM sticks should have LED lights or not, that is entirely up to the manufacturer. I have a pair of Corsair Vengeance DDR3 sticks in my computer, and there are no lights on them.

and yes, PC's tend to get dusty quite often. but... there are some things you can do to reduce the dust intake... get your PC of the groundand put it on a desk. you could also get dust filters...or make them yourself from pantyhoses...(I'm not kidding, I did it and it works wonders).

Unless you have a positive-pressure case fan setup (more intake capacity than out) and all your intake fans have decent filters on them then yes, dust will get everywhere inside.
For the RAM LEDs, most RAM does not have LEDs on them but some do. If you bought a set with LEDs on them, then yes, that would be normal. If your DIMMs are not supposed to have LEDs but something manages to glow, I doubt you would be able to boot your PC.
