Is there any way to see if a card was used for mining? I'm buying a card for -100€ on amazon (used, very good state), but I can't talk to them to have more infos.

Unfortunately that is one of Corsair's lower tier units, and shouldn't be used with a GPU like the R9 290.
The EVGA PSU I linked earlier should do, the difference between semi-modular and fully modular is insignificant:
