GPU fan control software
MSI crashes my computer. My GPU's at 90 degrees celsius right now just from running Google Chrome, and I have no idea how to change the fan speed.

RMA the card if you can. Something has gone wrong and it's a reference card, which has poor cooling.

You need what is wrong with the gpu. It could be your case not giving good air flow, it could be your thermal paste and it could also be a faulty gpu that needs to be RMAed. So what is your gpu and try giving more information

It's not the airflow, as the GPU used to remain around 40 degrees with everything in the case the same as it is now. The fans are running, and the GPU appears to be functioning correctly (except for the temperature). It's a Radeon R9 290

What brand is the card?
Sapphire = Trixx software
MSI = MSI Afterburner
etc.

Though most software can be used for different brands. Have you cleaned your card from dust? Areyour fans even running?

If your GPU is at 90*C just for chrome then you changing the fan's speed won't give you anything.
