Is a 650w psu enough for a r9 290?

Intel Core i7-3770K
Gigabyte GA-B75M-D3H Micro ATX LGA1155 Motherboard

A good quality 650W PSU (as in, not one from a company you've never heard of) will run that perfectly. You will need higher if you're going for major overclocks on CPU and/or GPU, but a good 650W will be fine with stock settings or even a light overclock - just don't go mad with the voltages. :)
