I'm trying to find the best video card that can be used in this machine. I would prefer that it have at least 512 MB ram , Dual display capable (one vga and one hdmi - with or without using adapters) , Low Profile because this is a sff case ,
PSU: 240 Watt
Slot: PCIe 2.0 x16
Processor: AMD Phenom 8750B (3 core 2.4 ghz, 1.5 MB L2 Cache, 2MB Shared L3 cache, HT bus 3.0)
Memory: 6 GB (PC2-6400 800MHz)
Alternatively, I would like a link to where I can get a larger PSU for this sff as they are nearly impossible to find. (350 Watt or greater)

Considering you have a 65w dual core processor and mine had a 95w athlon2 x3 , I would hope you you could run it. Neither card needs external power, they are powered off the pcie bus.
This is an HP not Dell. and its a 95watt triple core (AMD Phenom 8750B)
I'm not sure where you got Dell or Dual core from but thank you for the info, I might try the GPU that only recommends a 300w psu

The 7750 recommends a 350 watt PSU and the gt730 recommends a 300 watt PSU. I only have a 240 watt PSU.
I'm also running 2 x 1TB hdds and a pci wifi card in this system
