the 1231v3 is the newer Xeon(basically a I7) with hyper threading

looks fine then, xeon will help and the card will give you medium settings on 1080p

maybe try z87 or z97 with 4670k or 4690k or haswell i7 and try r 9 280 or 270x just to on safe side

Maybe bump the graphics card to a 270 or 270X but that's it. I like the Xeon :)
