Is this a graphics card problem?

So my gaming pc has been through a few problems (bad overclocking, etc). In few words, the CPU is new, the PSU is new and the Mobo is new. Whenever I try to enter a game (any game with some video stress) the screen turns as seen in the picture, though it sometimes varies with different colors or line patterns. The audio from the game keeps playing but the video just crashes. I try alt-tabing or ctrl+alt+del or alt+f4 but nothing matters. This makes me believe that the problem is the video card, since the audio and other processes keep running after the video freezes, but I have the doubt of maybe the psu being insufficient wattage. I just need confirmation that the problem is indeed the video card before spending $200 on a new one. Thank you in advance!

Why did you lower the GPU clock? Run the card at stock values with stable drivers 14.4. Also take out the card from your PC and install it any other available PC. It maybe of your friends', colleagues, relatives. If it gives the same problem there then RMA the card otherwise problem may not be with the card.

Well, through catalyst I lowered the GPU clock 200MHz from 1050 to 850. When testing in-game, it lasted a whole lot longer and I actually got excited that It would work but eventually crashed into a blue screen with lines (I still don't get why the color of the crash screen changes). Gonna test with a much lower gpu clock (300MHz).

Edit: game couldn't run (lol). Clock set back to default settings (1050MHz).

Looking for a new suggestion :/

You can use catalyst or msi afterburner

should i down clock it through the catalyst software provided by amd or is there another more recommended program for this?

As long as your not overclocking its more than enough. I had a similar issue when i used a 260x but i had it overclocked and the black screen would occur when the drivers crashed. Is your card over clocked also try down clocking the card a bit to see.

Does the PSU give sufficient wattage considering the components I listed on the main post?

Ok, so I already uninstalled all drivers and installed the correct ones. I tested it out and the problem remains. I have already tried resetting CMOS before. Any other suggestions?

On the Amd site itself the stable driver is 14.4 whereas beta is 14.7beta
