Just format your partition, install windows, UPDATE UPDATE UPDATE... Use windows update and update as much as you can.. Then go through and install CCC, and your other programs.
But also on the other picture, Run the Installer when you go to bed and let it hang... See if anything comes up, if it comes up with any type of error.. that will help to pinpoint the conflict without having to re-install.

In the very end, to solve any headaches.. it would solve a lot... Would it be a 100% fix? possibly not. But on that note, do what Caqde said, let it sit and see what happens after... along time.
Only re-install windows if its the final straw
okay well i've got cracked windows on dl and also would i need all mobo drivers if rebooting windows

Well it seems on Microsoft's site a persistent user allowed the installer to run for 20+ mins and eventually got an error and log to show up. Both the installer and uninstaller got stuck on initialization, it seemed for them they needed to run a repair install from a clean working installer.http://social.msdn.microsoft.com/Forums/vstudio/en-US/0...
the links on this site dont seem to work for me and i cant install the redist to run the repair
That link was a reference to the post the version the user had the issue for was 2013 so it wouldn't of helped anyways. The 2012 link I gave earlier would be the installer you would need to use. If it would run if need be let the system run the installer and let it error out (go to sleep if need be while waiting) that way you at least have an error log that should help identify the issue at hand.
okay i'll put the installer on download go to sleep and see what i've got to work with when i wake up
