MSI R9-270 will not install

Desktop i7 machine.
New MSI R9-270 GPU. placed in the one 16x slot of DH77KC Intel mobo, then performed:
New install (on new SSD) of Win7-64 Pro.
Corsair 860AX PSU. I have connected the 6-pin power lead.
I have run the ATI Catalyst install. I do have a CD with the card but it has the same driver and installation process as the Catalyst (14.4) package I downloaded from the AMD site tonight.
Running my computer the MSI R9-270 display board does send a clean 1920x1080 (native) image to the ASUS PA246 through display port. It duplicates the image on one of my other HD monitors (DVI). The third DVI connector is providing some kind of signal because that smaller monitor is black. If there were no signal of any kind there'd be a RGB rectangle crawling all over the display. In the Adjust Resolution panel invoking "Detect" does not work.
Strangely, after installing Catalyst (several times) I can't get Windows to recognize that the program exists through the usual search at the Windows search box or exploration of the Program menus.

The card is listed in Device Manager as Standard VGA. Clicking scan for hardware changes does not help. Requesting a Driver Update in Device Manager (the entry specific to the display adapter) results in a message that the driver is the best available for my display board. Removing the adapter in Device Manager and restarting does not help. Although all three monitors are plugged in two only have a display and that is exactly the same.
I know what Catalyst is like because I used to use a FireProV4900 with this machine. (But the new install of Windows mentioned above is on a new SSD so no traces of old drivers.
I ran the CD that came with the board, but it just re-installed the same ATI Catalyst.
I have disabled the integrated graphics in the BIOS. The PCI-e slot is where the bios will look for a display adapter.
Seems unlikely this is a bad GPU. I do NOT have another desktop or a buddy with such a rig to test the board.
Any other ways to wake up the board?
