After power outage im getting low framerates
Specs:
Amd-fx8350
hyper 212 evo
RM 1000 psu 1000w
Gtx 780 ti
Mobo: Sabertooth 990fx r2.0
8gb vengance

After a power outage one day i started getting low frame rates (of course the one time i forgot to plug into my surge protector). When standing still in any game like Saints Row 4 i get up to like 40 fps (usually a solid 60) but when moving i drop to 13 and below. I have already replaced the psu but what does the problem seem to be pushing more to Gpu or CPU? Any other suggestions?

Already have tried that sorry i forgot to mention it

Ok so an improper shut down. Try reinstalling the GPU drivers and see what happens. Improper shutdowns can cause data corruption on the HDD especially if a file is being accessed at the time. Recent versions of Windows also periodically run a system defrag during system idle.

Yes it was running(forgot to power off). And it was just sitting and the desktop with no applications running and it was locked.
